Brandon Hall Group™, a leading independent HCM research and analyst firm, has released its AI Progression Model for Empowering HR Excellence, a comprehensive framework mapping five distinct phases of AI maturity in human resources. The model provides organizations with a structured roadmap to evolve HR from reactive, administrative functions to fully optimized, strategic partners. Insights were drawn from 600 HR and business professionals worldwide.
Research indicates a significant lag in AI adoption across HR functions, with 46% of organizations still in reactive or basic standardized modes (Phases 1-2) while only 16% have achieved optimized HR excellence (Phase 5). Organizations that reach Phase 3 with strategic AI alignment report higher success in implementation.
“The progression of AI capabilities is rapid and HR must respond quickly to keep pace with business,” said Michael Rochelle, Chief Strategy Officer and Principal Analyst at Brandon Hall Group™. “Advanced organizations aren’t merely automating processes—they are enhancing human intelligence through AI. Success depends on systemic adoption and embedding AI into organizational culture to enable human-AI collaboration.”
AI Progression Model Phases
- Phase 1 – Reactive/Ad Hoc (21%): Manual processes, crisis management, no AI governance
- Phase 2 – Standardized (25%): Basic automation, pilot programs, emerging structure
- Phase 3 – Defined/Strategic (25%): AI-powered insights, strategic alignment, proactive planning
- Phase 4 – Managed/Transformational (13%): Advanced AI integration, predictive capabilities
- Phase 5 – Optimized HR Excellence (16%): Continuous innovation, industry leadership
“Understanding current AI readiness and having a clear roadmap is transformative,” said Mike Cooke, CEO of Brandon Hall Group. “This model reflects our research, award-winning case studies, and real-world organizational experiences, turning AI from a challenge into an opportunity for breakthrough HR results.”
