The report reveals that 67% of HR leaders plan to switch their human capital management (HCM) platform, and 49% are considering a new service bureau partner within the next 12 months.

Surveying over 2,000 HR decision-makers, the report identifies an industry at a pivotal moment, with rising expectations for integrated technology, AI-driven insights, and strategic partnership. Key findings include:

  • Fragmented tech stacks driving change: Over 58% of organizations use four or more HR systems, and 17% use 10 or more tools, creating demand for unified, easy-to-use platforms.
  • Integration as a requirement: Nearly 20% of ASO clients cite poor integration as a reason for switching, PEO clients demand broader technology capabilities, and payroll clients remain focused on cost efficiency.
  • Accelerating AI adoption and concerns: 69% of HR teams are using AI, yet 20% express concerns about AI’s impact on roles. Providers that combine innovation with transparency will gain a competitive edge.
  • Outsourcing opportunities: 71% of HR leaders see value in outsourcing HR tasks, but only 41% plan to do so this year, signaling an opportunity for service bureaus to position outsourcing as a strategic advantage.
