Sift’s Q1 2025 Digital Trust Index Exposes Surge in Consumer-Led Payment Fraud

Sift, the AI-powered fraud platform securing identity trust for leading global businesses, has released its Q1 2025 Digital Trust Index, uncovering a concerning rise in payment fraud accessibility. The report reveals that 34% of consumers have encountered online offers to participate in payment fraud—an 89% increase from 2024.

This surge signals a shift in fraud tactics, where cybercriminal activities are no longer confined to expert hackers but are now accessible to everyday consumers via online tools and services. Fraudsters openly promote and sell stolen payment data and illicit services on social media and deep web platforms like Telegram, making it easier than ever for individuals to engage in fraud.

Fraud as a Service: The Growing Threat

“The democratization of fraud through the widespread availability of stolen payment information and validation tools—easily found and purchased online—is luring ordinary consumers into cybercrime,” said Kevin Lee, SVP of Customer Experience, Trust & Safety at Sift. “This new reality for fraud demands a fundamental shift in how businesses approach risk decisioning, moving beyond fragmented data points and using a framework that puts identity insights as the core tenant for establishing trust.”

The report highlights the emergence of “Silver Bullet Configs,” a Telegram-based service that provides device configurations enabling users to bypass security protocols on digital platforms. These tools allow individuals to test compromised payment credentials with little to no technical knowledge, further lowering the barrier to entry for fraud.

Younger Generations Leading the Fraud Wave

Generational data shows that younger consumers are disproportionately engaging in payment fraud. Among those who have participated in or know someone who has engaged in fraud (23% of surveyed consumers), the numbers are striking:

  • 32% of Gen Z respondents admitted to personal involvement.
  • 43% of Millennials acknowledged participation in fraud schemes.

Industry Sectors Most Targeted by Fraud

Sift’s data from its Global Network shows that payment fraud attack rates remained high at 3.3% in 2024, with some industries experiencing even greater targeting:

  • Ticketing & Reservations: 7.4% attack rate
  • Social Media: 5.2% attack rate
  • Transportation: 4.8% attack rate
  • Payment Service Providers: 4.7% attack rate
  • Online Travel Agencies & Services: 4.3% attack rate

Payment Methods Under Attack

Alternative payment methods faced the highest fraud risks, with loyalty points (6.19%), financing options (5.15%), and prepaid cards (4%) experiencing the highest fraud rates. In contrast, traditional payment methods like credit cards (1.31%) and debit cards (1.6%) reported significantly lower fraud incidents.
